You can fight other bosses and once you defeat them it randomly gives you a scrap. You can also use the shifter (I forgot what it was called, lol) and then go to the river in the CaliforniaClan camp and click on it and there's a chance to get a scrap but it's not worth time cause it takes FOREVER. So I recommend fighting the bosses. Hoped that help.

you'll need all of the side quests completed, such as the buttercups and the egg thingy. once they're all complete, head to the beach, and keep walking until you see all the guardians together. click on them and fight them.
when you win the fight, there's a chance you'll get the emerald.
I'm not entirely sure. Heck, I don't even know if I've seen all of the scraps but the strongest one I've gotten (legitimately) was Amethyst, which does 9x damage and the strongest one I've gotten (illegitimately) was Diamond, which does 10x damage.
